The Maritime and Port Authority of Singapore (MPA) has received 14 proposals from 18 companies under its Expression of Interest (EOI) to expand the supply of liquefied natural gas (LNG) as marine fuel at the Port of Singapore.

Participants included a broad mix of energy firms, fuel suppliers, traders, bunker operators, and storage providers, reflecting strong industry interest in enhancing sea-based LNG reloading capabilities alongside existing onshore infrastructure. According to MPA, eight of the proposals featured bio-methane and e-methane solutions, which offer lower lifecycle greenhouse gas emissions and support the global shipping sector’s energy transition goals.

MPA plans to collaborate with selected companies to begin sea-based LNG reloading trials in the second half of 2025, also exploring the promotion and integration of bio- and e-methane as marine fuels.

These trials will evaluate scalability, safety, operational readiness, and environmental impact, including efforts to manage methane slip.

Findings from the trials will help shape improvements to the LNG bunkering licensing framework and inform future supply arrangements.

In line with expected demand, MPA anticipates launching a call for new bunker supply licence applications, including for bio- and e-methane, by early 2026.
