Singapore MPA Circular – New rule for night signals

Vessels are recommended to display the night signals when crossing Singapore Strait The Republic of the Marshall Islands issued a Marine Safety Advisory No 69-11 refering to Regional Marine Safety Offices, Nautical Inspectors, Masters, Owners and Agents including new rules for night signals by Singapore MPA.Singapore Maritime and Port Authority (MPA) has issued a circular (Port Marine Circular No. 02 of 2011, attached) advising owners, operators, and masters of a recent amendment to the rules for vessels navigating through the Straits of Malacca and Singapore.With effect from 1 July 2011, vessels crossing the traffic separation scheme (TSS) and precautionary areas in the Singapore Strait during hours of darkness are recommended to display the night signals consisting of three (3) all-round green lights in a vertical line.For further information, click here.Source: Republic of the Marshall Islands

Six robbers boarded the tanker near Horsburgh Lighthouse ReCAAP issued Incident Alert for robbery on Dong Jiang Tanker.On 30 May 11 at or about 0129 hrs, a Singapore-registered tanker Dong Jiang was underway at approximately 30 nm east of Horsburgh Lighthouse (01 19.30' N, 104 54.50' E) when six robbers boarded the vessel.The robbers stole cash and other valuables before they escaped. Incidents due to main engine control failures have increased

These incidents led vessels drifting to coastline or requiring assistance to emergency anchorage INTERTANKO has received a Safety Alert Bulletin from International Marine Transportation Limited (ExxonMobil) saying that there has been an increase in the number of incidents attributable to main engine control failures. In a number of cases, such incidents have led to vessels drifting relatively close to the coastline, or requiring to be assisted to an emergency anchorage.This bulletin is to highlight this increasing trend and to encourage an internal review of main engine control system (remote/emergency) operations, inspections and maintenance procedures, aimed at minimising such failures.Prudent passage planning includes assessing the potential for the loss of propulsion and identifies mitigating actions to address such events. ReCAAP issued Incident Alert

A barge was boarded by robbers from a sampan The ReCAAP Information Sharing Centre issued an Incident Alert stating that, at about 0105 hours on 15 May, while being towed through the Singapore TSS, a barge was boarded by robbers from a sampan. When the robbers were observed by the crew of the tug, the master turned on the tugs lights and increased to full operating speed. The robbers left after about 40 minutes, taking various ropes.
